in the game it shows the different monarchs and their abilities, so that you choose one , right? I ask because i plan on playing England.

I think you got that wrong: The monarch is the one who chose you, so whoever is your monarch, YOU have to put up with him, his weaknesses and strengths (well, depending if you are playing a major country who had great monarchs or a minor who had none ).
