Being broke isn't then of the world. Your ruler might chip a few gold, nieghbours might help you.

But the event isn't exactly there to help you. Instead Characters are trying to cash on your weakness by giving themselves loyal cohorts and a powerbase. The fact that it will also help you win the civil war is a bonus.
