Some brief newbie questions:

1. Sometimes I've noticed my research grind to a halt; I have full education funding and ostensibly I'm producing research points, but for whatever reason the bar on whatever I'm researching doesn't move, as if it's paused. Why?

2. Do tarriffs harm relations with other countries?

1) It could be that you traded for a tech from someone else and as a consequence dropped below 0 research points stored. Research isn't resumed until you get back up to 0 again.

2) Not that I know of.
