Namely being able to change prices of roads and destruction costs. I prefer the city building aspect to the game rather then network building so i want more freedom when expanding cities and not to be punished by my bank balance if i make mistakes while placing them.

Have you not tried the 'unlimited money' option?
 
The unlimited money option is not available for multiplayer matches and players should be able to build how they want without needing to have unlimited funds. It would also be useful to be able to select a particular budget which could go from 50,000, 100,000 and 500,000, this would add more freedom to the game and give players more choice in how to play.
