Right now, bikes and cars are the only way to get around town, with the occasional motorbike. However, motorbikes should be better utilised. For example, you should be able to choose whether or not motorcycles are allowed to be used in pedestrian areas. Further, some jurisdictions around the world allow e-scooters whilst others ban them, you should have the option of whether you allow them or ban them. Motorcycles are omnipresent in parts of Europe and the Middle East where roads are too narrow for cars, why not in CS cities?

Moreover, motorcycle cops would cool, why not offer motorcycles as an option? When selecting which vehicle a police station utilises, motorcycles should be an option, as well as horses. Why not have police on horseback? There could also be horse and cart tours, just place a depot and tourists and locals alike can ride horse and carts (similar to the hot air balloon tours).

Tuk Tuks could be a cool alternative to taxis, they don't go very fast nor very far but can the player can choose whether they're used on public roads or even pedestrian areas. Tuk-tuks can also be owned and used by private individuals, and the player can choose whether or not they can be used in pedestrian areas or public roads.

There could also be food trucks and ice cream trucks. These drive around town soliciting business, but if you choose to legalise them, the economy will improve (more businesses=more tax), but bricks-and-mortar stores will be upset with you for taking away their business, Same applies to street vending (which is different to allowing street performers). In addition to vanilla food/ice cream trucks, modders can create their own in the workshop

There could also be food delivery vehicles (e.g. pizza delivery motorbikes/cars or Chinese food delivery trucks) delivering food from bricks and mortar dining establishments). Again allowing creativity in the workshop

So much potential here
