I wish I could give a solid repro on this, but it occurs inconsistently, and I'm not entirely sure what causes it.
Basically the issue is this - I have a unit or city ranged attack selected, I click on an enemy unit or monster or empty hex and... nothing happens. The click simply 'fails'.
There's nothing wrong with the targeting - the cursor is showing the proper tooltip information for whatever hex I'm pointing at, but the click doesn't go through.
A couple theories on what causes it based on what I've seen:
One is that the city and unit 'flags' are obscuring the hex 'above' them. This definitely occurs when you're targeting hexes just above a city, and I think it might be occuring with unit icon flags as well.
Another is that I'm simply selecting/cycling units too quickly and clicking too fast. I know you need to wait for units to finish moving or animations to finish (or skip them) before you can take another action, but when a click fails due to that, I'm usually aware of it. These situations are without any other actions having just occured, and the click still fails.
This is hardly a game breaking bug, but it's really annoying, since it happens quite frequently. It makes the UI feel really unresponsive.
