Mouse Stuck in Weird Thing (white circle with dot in centre)

when in the game, a circle with a white outline and dot in centre will appear on my screen, and the mouse gets teleported to the white dot every quarter second or so.
Occasionally the circle will dissapear for a few seconds, then come back somewhere else.

I can find no way to remove it in the settings, although its possible i missed something considering navigating the menu with this thing is almost impossible.
I have no mods installed and am on version 1.8.7.

I suspect that is some external utility or overlay getting in the way. Go into Startup Apps, disable everything, and reboot. Do you still get this?
