As per title, this is a major flaw which gives a huge unfair advantage and means scouting is not important!

This bug was fixed in Warlock 1, but is cropping up again in Warlock 2.
 
Yeah, I've seen this to. You can also target things with direct targeted abilities even if you cannot see them. For example the witches shiny ball can be used to target enemies in fog of war, and turns blue when you hover your cursor over a unit, which means you can use it to scout enemy positions.
