Ok, I am, or was, quite experienced with this/these issues , but with my recent moving i became victim of a very vicious form of it . And getting very VERY desperate 
First I could get in a game but was re-dling the save constantly. So I deleted all saves, opened ports as best as I could and put the crucial ports in special aps as well.
Strangely I had a test game that same day with Gamlasemlan and nothing went wrong. Later that day I tried to join a game and the re-dling of a save occurs. After reload I CANT EVEN JOIN THE GAME , due to the known "cant find a game at IP " issue. Gam hosted for me to give the save and i cant join him either. Noting changed between these two points. After this I did all the port opening, I reinstalled eu2 and restarted. I uninstalled eu2 and norton, cleaned reg , installed eu2, restarted and than tried yet same issue. I tried with several diffrent people as host and still no luck. I messaged Jarkko and he gave some pointers and tried those but to know avail. So i ended asking here. Im sorry, but im out of options and desperate
My setup is Win XP , sp2, eu2 1.09 (tried watkmp as well but vannilla doesnt work) and I have succesfull connection record of eu2 mp games. I recently moved apartments and my new router is a
I realise this is more likely a router issue than a eu2 one but I CAN play Civ 4 mp for example without problems so I can make connections.
