Multiplayer Freeze

Me and my friend suffer game freeze during multiplayer sessions. We tried:

- remove all the modes and DLC
- created a smallest possible game
- both tried to be host
- there is good connection between our PC (we are using Skype during the game) and also tried to recieve streaming (youtube for example).
Nothing helps. Game just freeze and nothine is going on. All the menues are actice and clickable, but time does not pass.

What can be done to solve the problem?

Have you ever played this game MP OK? What about other similar games like EU4?

Is this just with one particular save game, or even if you start a new fresh game?

Can either of you play with anyone else OK?

make sure all players have opened the required Steam ports in all their active firewalls (each player may have up to 3)
