Many users from the RU region reported issues with the activation of DLC after purchasing it. Though the activation was successful, the DLC did not appear on their Steam/EGS page and thus they could not enjoy it. It was probably because of the DLC's early release (though I imagine it was not planned). Can you confirm that?

That's right, it's after buying keys from retail store Gameray and maybe some other store.
 
We have several tickets on this in our ZenDesk system, most for Gameray but one on vk.com . Neither of those vendors are listed in our authorised ones

Which is not a 100% guarantee they are unauthorised, but it is possible! I'll get Paradox to confirm it either way tonight.

VK.com is our community's page, I suppose, and we have links to Zaka-Zaka and Gameray there. We never had any issue with both of them before.

I will add from my side. I contacted Steam tech support. The answer came from them:
We see that the CD key you provided has been activated in your account.
In the Steam licenses, the game is displayed, as can be seen in the picture.

The key was purchased from the Gameray store.

I can confirm that the problem was related to the wrong key's region. They had Latin America's keys, and not CIS/RU region keys. We informed our community and everyone who already bought DLC. The problem is only related to release keys, not preorder ones. Zaka-Zaka had no issue, only Gameray and some other stores. If you experience this, just contact tech support of the relative store where you bought the key.

As I said before, the case is closed (also I see that you added GameRay to the list, thanks!), however, I'd like to know, if Zaka-Zaka (https://zaka-zaka.com) is also an authorised vendor (although we never had problems with them before, but it would be nice if they would appear on that list as well). I can also send you a list of websites to check, just to make sure we can use them as a reference in future :)
 
Best to lodge a support ticket at paradox.zendesk.com on that, as it will need to be dealt with by Paradox directly.
