Let's Make Vassals of Vassals Matter Again
I'm hoping relations with vassals of my vassals matter, and have that effect my levies and taxation as well. If I'm a king, a count under a duke should have levies going to that duke and levies going to me directly. And I raise them directly out of that province Barons and Mayors, same, although their levies should be combined with the counts. Effectively this would mean:
-No more army teleportation.
-If a chancellor has a mission to improve relations with random vassal, this would have a positive result on your total army size and income
-Putting people you like under vassals they hate could keep them weak but still allow you to be strong.
-The opinion map mode is clearer, and can help gauge the stability of a rival realm
-Failed attempts of arrests could still lead to rebellions
Moreover, the levy sizes of vassals should always be at full capacity until called. When a liege calls, that vassal gets an event to respond (instead of the usual raise), then decides what to give based on opinion and the law, such as : minimum allotment, extra (giving an opinion bonus and prestige in return), reduced allotment (opinion penalty) or refuse (opinion penalty and righteous imprisonment depending on the government and laws, drop in prestige, whatever). When the vassal responds, whether or not his levies are raised, he sees a reduction in his troops based on what is given, and the liege has access to that number from that vassal's capital.
So a count could get as many events to give troops as he has number of lieges.
Of course, we couldn't use the current percentages. Could you imagine a count having a duke, a king, and an emporer each taking 40% of his remaining troops when they call.
But making the levy call an event that his called against every vassal in the realm can make your army sizes more unpredictable and far less constant. Especially when the amount a vassal gives you is not directly tied to opinion but other matters get weighed in:
-Do they like the cause of the war,
-Do they have other wars going on, etc
I would also say finally to make is so vassal levies cannot be called until a war is going on. In this way we could allow for the player to call a war if only the player's levies are raised, so border rushing isn't spammed. And we on the council should actually vote on what the liege does instead of simply taking a generalized position
