My city skyline II is behaving strangely???

Hi, guys,
I have been experiencing something strange with my cities skyline II game for the past week.
I have experienced the following:

1. When I build small houses, there is a very high fence in the middle of the house.
2. I have experienced that I have a city in my load folder that is not a city I have created, but I cannot delete this city.
3. When I go into modding I have 3 Unity mods that I can't remove either.
4. I've tried uninstalling the game completely from my computer, but I still have these issues

This has been answered multiple times in the past, but I don't remember what it was about (some mod probably) but you can just search this forum using the word "green" and lots of posts should show up.

Appearance of the green fences in random properties is a known bug in the Japanese region pack. As per usual: no timeline whatsoever for a potential fix.
