It's very hard to help you without more information. Please post your dxdiag log here. I have a gut feeling you are playing on an Intel HD Graphics computer (laptop without a proper video card)
 
Are you really meeting the minimum requirements? I would need your dxdiag to determine that. I can't help you change the resolution in any other way than the options menu I'm afraid.

But if you really have an intel x3100 chip it doesn't sound like you meet them, sorry!
