I have a bunch of allied units under military control. I order them to attack. They break off immediately. What is up with them? I try again - same result. Can anyone explain? It happens in some provinces, but not others, especially if I don't have any units of my own actually attacking.

Also, I'm using an out-of-the-box install with Arma, and it says in the corner "1.0", if that's any help.
 
What you're describing used to be a common bug. Basically, the AI decided that it had better things to do. I think that's fixed in Arma 1.2. I'd recommend patching at least up to 1.2. There is a community patch for 1.3 that is really good as well.

For your current game, perhaps a save and reload might reset the silliness, but no guarantees.
