Do you mean it's jerky/laggy? Try switching to the political mapmode. I think renaming the blink folder is meant to improve perfomace too, but you should as in the tech support forum.

Okay let's try some standard things.
1) Rename the AVI folder to AVI_back
2) Set the color depth to 16BIT
3) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.
 
Please run a DirectX Diagnostic:
Start menu –Run - then type Dxdiag, then select each tab across the top of the window, and run the tests on each tab. Then select “Save All Information” button in the lower right of the window. This will bring up a dialog box to allow you to select a name for the file where the information will be saved. You can save it right on the desktop as this will make it easy to find. Then copy the contents of that file from the start to the heading that says “DirectX components” then paste what you have copied into a post in this thread.
 
Upgrade to DirectX 9.0B.
 
It is not with the game since it runs fine on my machine.

run a virus scan.
 
Read the FAQ on the subject, lots of ideas in there.

Consult the manual or manufactor about the AGP settings if any you can use.

Make sure nothing else is running. I suspect you have things running in the back ground you know nothing about.

But the big tip jpd has found for low end systems is renaming the file "tiles.bmp" in the map folder of Victoria to "tilesback.bmp" obviusly without the quote symbols.
 
If you hit ctrl -alt-del. before you start the game how many things does it say are running?
 
Kill everything but Explorer and Systray.
 
If you go non intel just make sure you don't get anything that uses the VIA drivers, they are known to be buggy and do not work well with Paradox games.

Also I think the requirements specify Win98SE as minimum now at least all the new releases do.
