Perhaps you did an alt-tab during loadup? That usually cause weird stuff.

It was only there when my Russian fleet was sailing around Africa. It vanished after the fleet entered the Pacific. :wacko:

I've seen that before. It seems that the game has a hard time drawing the movement-indicating arrow when it is pointing to a really faraway province.
The red line is your fleet's movement arrow, but all stretched out. Un-selecting the fleet should solve the problem, though I think it will reappear when you select it again.
