Just thought of something.

Maybe when you open up the custom nation designer, you could have a complete list of tags (obviously with a search box, cos that'd be a pretty long list) that dont own any provinces, you would then choose the tag you want which would fix the countries name and then you'd be able to customise everything else from there. You could probably use this to let players customise existing nations aswell.
