Nat. China too weak in CORE?

Hello CORE community. Has anyone else noticed that the AI Nat. China always gets overrun by Japan in the game. Japan is able to puppet China and
as a result China fights against the UK and US. This is very ahistorical. Also Japan does not seem to declare war on Com. China. Anyone else see this?

I've seen that, but not too often lately. In my current game it's 1944 and Japan is stuck in Northern China for quite some time now.
