So france is set in stone, keep the bonaparte family on a few gilded chairs.
But the others?
A bit of wondering, and a few are clearing..
Britain, Mediternean trade, utter domination thereof. This makes them hostile to french (or anyone elses) hegemony in the area, while forcing a maintenance of a strong navy. Also adds the historical scepticness of allowing russia (or any other major power) access to the med. With trade deals with the turk, and helping them out vs france is given.
Austria, That monster killed my baby girl!. Plain pure revenge. Make france pay. Big time pay. The more they pay in blood and suffering, the better. Oh and have a habsburg scion on the french throne again, would be optimal, yes?
Turks, Reign in Africa, a order to reclaim all muslim lands is bad, as that would have them attack russia rather than the other way around. Similarily might screw up the other goals in various ways. Instead, focus on ruling africa, keep all states there vassals (or rule directly) and allow no others to rule there. Also offers no conflict with the british goal of trade, and aslong as others stay out the turk stays happy in their gilded cage slaying brothers.
Others are trickier.
Prussia, rule germania? Yes, but this wasnt a conflict wherein prussia was the conquering monster. Nor are they supposed to go after austria like in previous eras. Tricky! Otoh maybe a lil wrench in the system might be useful to keep the world from being too orderly. (and everyone at frances throat all the time)
Spain, independence and retaining america, yes.. but surely one should wish for greater things? Keep american trade? That could work.
Sweden, reclaim the empire? Hopelessly outnumbered and outpowered they kept trying and lost all the time. But not during this era. Tricky once more. Or maybe not being a major power (gasp!) with goals.
Russia, very tricky. On one hand "reclaim" Constantinopel, but why were they fighting France then? Glory in general? (and "reclaiming" Constantinopel would be tons and tons of glory.. Jerusalem too..
). Then individual battles in europe should accumulate significant piles of glory, and correspondingly developing the inner lands not so much. Yes i guess the glory goal should work best. Just hope theres a function like that. But what else does glory do, or in other words... why bother? Make diplomacy look reasonable? Increase wealth somehow? Get better officers?
