Native Tribe and Tribal Have Incorrect Symbols

Description​

The Native tribe government type only applies to Native Americans yet its symbol looks like a traditional Mongol winter hat, whilst the tribal government type for all non-American tribes has a Native Plains American headdress. So they seem to be the wrong way round!
