Naval Combat Problems: Why am I the one retreating?

I had a 30-ship SAG that got into a fight with another fleet that had all surface ships and one CV-3. I had positioning advantage (my percentage was higher than the other guys fleet, and I had a higher skill level). The range is 130+ km, but I am slowly closing the gap with his carrier because of this advantage, but after a few hours, my fleet ‘loses’ and retreats! Looking at my ship stats, the lowest org for any of my ships was 72. Why did I retreat?! It wouldn’t have been a big deal, except I was defending some transports doing an amphibious assault that I had already won (just waiting for the troops to finishing marching onto dry land), and when I retreated, the troops stopped. “Sir, we are being attacked by a few squadrons of carrier based aircraft! We have to leave!” “You’re right, Ensign, our 14 battleships and 16 flotillas of destroyers with air defense attachments couldn’t possible fight off 60 single engine aircraft. Tell the marines to turn around and get back on the boats, we’re outta here!” I guess my new tactic is to build one CVL/one DD fleets with excellent leaders and patrol my coastline. If an invasion shows up with only surface units, I can just to scare them away with my handful of aircraft.

Right now the naval AI is quite keen on retreating after first contact has been made. For now, you can prevent this by activating the "force engagement" button.
