Alright, as Austria I wasn't interested in Naval Develoment so I put my slider all the way to the left. Why then, did it seem to outstrip my Land developement? I'm sure that's not true (but I'll check) but I DID have a tech value in the 20's when I ended and I never put any developement effort into it.

Is there a base value? Why is Austrias so High? Does this base value actually work to Austrias detriment since it could be $$$ spent on land techs (much more important, especially in the beginning?)

Could it be that theres some sort of rule that states: If you are the last possible nation on earth, we'll give you the tech x years after its obsolete...What?
 
As Russia I also put the slider all the way to the left. I still get advances. You get a "neighbor bonus" because other people are researching naval tech as well as getting a monarch military bonus. You can't help but asdvance in any tech available.
 
You only did cut off financial funding if i understand you correctly. There are still some factors left that make naval tech improve: monarh bonus (depending on his military skill) and neighbour bonus (certain amount of gold per month if your neighbours are more advanced then you. I actually had +23 neighbour bonus every month for my naval tech when playing Austria (around 1650's). And each naval equipment manufactory contributes +5 month as well.
