Naval Invasion Does Not Recognize Intercepting

Description​

When attempting a Naval Invasion, after switching to Intercepting, the game does not recognize the navy as intercepting. Even creating new navies, hiring new admirals, and building new ships did not solve the problem. This prevents a Naval Invasion from being possible.

Also, the bug reporting forum says "Pease upload" instead of "Please upload" for the save file/save game section.

Steps to reproduce​

The last thing I did with the navy was to switch everyone to either Blockade and/or Raid Convoys in a war with the Russians in the Black Sea before switching them back to Intercepting when the Russian fleet arrived and fought my ships.

I had this message pop up in my latest session and it was actually that the *general* had wrong orders (specifically, the general had died and there was no general anymore).
