Naval Question

I am just starting out, please have some patience.

I have loaded my army onto some of my naval vessels, but when I try to move the fleet, a chain surrounds the icon.

What does this mean and where in the user manual is this discussed? I am sure it is something quite simple like I am loading the army on a neighbors fleet.

The chains just indicate that those ships are selected: just right click on the land with your loaded ships selected and your troops should unload automatically.
