Summary​

Navy visibility buffs do not work on dd

Description​

Several navy visibility buffs, like 'night fighting' spirit, nation spirit added by focus in some mods, and even 'Fjords and archipelagos' terrain trait, do not change the surface visibilty of dd.
But they can work correctly on other types of ships.
Only admiral traits can properly changes it from 10 to 9 (ship details panel).



Steps to Reproduce​

Some attempts I made:
1. add night fighting spirit
2. move dd to fjords and archipelagos terrain
3. assign concealment expert to jisaburo ozawa and assign him to fleet.

A example,
Only 'night fighting' buff exists, which can give a 5% reduction in surface visibility. but only dd remains unchanged.
I donot know if there is a minimal visibility limitation existing (10 for dd) or not, since raiding fleet mio trait can build dd with less than 10.

This bug was eliminated when I rollback game version to 1.12.14, I guess some bugs were introduced in 1.13 (exist in 1.13.7).
(I only checked visibility at that time, maybe 2 modifiers below are same)

And besides navy visibility, the 'navy range' and 'navy speed' added by nation spirit also cannot work on DD.
Such as 'endless sea' spirit in POR in original game, which has 15% navy max range factor and 10% navy speed buff.
Only SS can be buffed properly...

This exposed a pretty serious issue with ship stat modifiers, we'll try and deploy a fix in the next patch but it may require some time to assess the global balance impact.
