I want to try a diplomatic empire of Necrophages (non-Phobe) who take the Purity path and I hope to Necro Purge into my awesome primary species without being Phobes.

Any build advice? It's been a while since I touched Necrophage.

Has necropurging been fixed?
 
I'd consider Biotic Dominion (Imperial Purity).

Necrophages lend well to leader builds because of their lifespan boost. Combine with Biotic Dominion, and you have incredibly strong leaders with functional immortality regardless of ever getting any lifespan boosts from tech or traits (besides the necrophage trait itself).

It's not hard for Purity to get functionally immortal leaders without Necrophage, but with it they'll easily live until you have Biotic Dominion active without being in any hurry and later on lifespan traits will never be necessary.

Besides that, maybe a Democratic or Dictatorial government. Both Purity Governments provide easy buffs to counteract the downsides of making non-necrophage pops residents instead of citizens so you can make sure your leader pool isn't contaminated by a species with a much lower lifespan.

You may also wish to take Storm Devotion and/or Sovereign Guardianship for their decently large diplomatic weight buffs.

Do note that actual necropurging requires xenophobia. You will be working solely with the job conversion.

I didn't actually consider that because I never take it. That SHOULD work, but DO NOT take Xenophile. It swaps the entire tradition because Xenophiles aren't allowed to purge at all, and so allowing lethal purges for Xenophile would be... questionable (they get a bonus to pops integrated per month instead).

Necrophages can be anything, ethics wise, they just can't start xenophilic or fanatic egalitarian.
Embracing into them however is completely kosher.

I had a lot of fun playing a become the crisis Egal / Pacifist / Xenophile necrophage a while back.

It can if you adopt it mid-game! Just, don't if you want to unlock necropurging via that flex tradition.

I know for a fact it was previously an issue that if one pop from a pop group escaped the purge (I believe 25% escape from necropurge), the ENTIRE POP GROUP would escape. That was the problem on release if 4.0. As a direct result, you'd actually purge at best maybe a dozen pops (that is, 12, not 1200), and all the rest would evaporate.

I know they tried to fix it. I can't seem to find the patch though, and in any case many similar problems (such as with the Synaptic Lathe) were "fixed" multiple times without actually improving. It may be fine now, or it may not.

Just, don't have an ethic that prohibit invading your two starting primitive planets.
I mean, you can if you want to, but it it a significant handicap.

And I think that if your encryption is high, your neighbours can not detect the "strange disappearances" happening in your benevolent conversion centres? I am not 100% on this, but I believe I read about it somewhere. So to be a good, friendly neighbour, maybe work on that encryption. Less they know the better.

Try to run a spytopia where you steal all the pops with espionage. Idk if that's even remotely functional, but imagine the underground railway of "we must help these people become brains-in-jars!".

If they haven't broke it lately (like in beta branch or so) then it should work. I did a Terravore/Necrophage run some time ago (few weeks ago) and necropurge worked fine. It was however broken in earlier versions.

It'd be really cool if Necro Phile builds got something special, like some kind of speed control on Chamber of Elevation usage.

You could be a hivemind, they aren't technically "Phobes" and they are unrestricted from purging. I think Lithoid is also a decent species to combo with Necrophages because the pop growth malus doesn't hurt as much and the leader lifetime bonus is very complementary.
