Ok my problem is that if you for example buy an upgrade in for example a ranger construction building, lets say better arrows, then if you build another ranger outpost you can buy the same thing there but is that needed, or do you only need to buy 1 upgrade once and then never again??

only once. Keep in mind Heroes of the same kind will have to go to the guild you did the upgrade for them to BUY the upgrade because that´s the process, heros don´t get upgrades automatically for you researching them.
