Need help with making my mod Player only :)

It gives cultures an extra 100 traditions using martial laws to not conflict with the tech and mods, but I haven't figured out a way for only players to get them and not AI. Any help?

Yes I’ve seen it but It’s different from my one, It also is a lil bit buggy as you have to reload the game to make it work its not like instant
