Ok, I have a growth rate of 4%, with the omen of Aphrodite or Venus, it can go up 5% or down 5%. If I get a bad omen, I'm at -1% if I get a good omen I get +9%. Now I know that a positive omen only means that my population goes up +9%/10 for a full city, but if I get a -1%, it goes down a full 1%, not -1%/10. This seems to be a broken feature, since the omen is useless, since 1 in 10 time even with Greek religion it will fail.
