I've seen an enemy country be involved in two seperate wars (usually involving an alliance change) and have negative war exhaustion in their provinces. Selecting their revolt risk definitions will look something like this:

Revolt Risk: 0
+3 Tax Collector
+2 Cultural Differences
+1 Religion
-1 Chief Judge
-2 Stability
+-4 War Exhaustion

Now, doing the math, it's quite clear that that is, in fact, negative war exhaustion - this province would have 3 revolt risk without it. Since I never saw this in EU 1, it is probably a bug involving domestic policy changes and war/alliance changes.

It's not a bug, it's just because you are narrow minded a lot :D

Well, get your stability up would be a start :)
And I don't like norow mindness my self, so I just *sugest* you to be more inovative, except if you want colonists I guess.

I'm still curious about whether there is a bug. It takes forever to get to a positive war exhaustion if you are narrow minded.

BTW, if you do the math, you will find that the war exhaustion modifier is not added into the overall revolt risk unless it is a positive modifier.

After revolt risk bugs were fixed, this would read "Revolt Risk 3%". YokoZar, or anybody, take a quick look at this and post back. If revolt risk is wrong, I'll reopen the bug.

This is in fact a bug, at least a display problem (though no revolt occured in that province, to my knowledge.) Mathematically, it is using that war exhaustion as a negative number. It did not occur in one of my own provinces, and neither did this next one, where there are TWO chief judges (later there would be none in the province, after they switched religions)

I have a save game for this one too if anyone wants it. It should be noted that, unlike the first, the second one is merely a display problem, as the revolt risk shown (1%) is what it would be if there were only 1 chief judge, unless the game is also neglecting something else (such as if it were not double counting the bankruptcy.)
 
OK.

1) Revolt risk calculation. This is working in the current beta version, so it will definitely be fixed in 1.02. BTW, YokoZar, I hope you are on 1.01. Much better version.

2) I've reported the display problem as a bug.
