While the relations between countries should certainly play some part when determining if a deal is accepted or not, it would have to be a blind hate indeed if a country turns down an objectively very advantageous deal for the sake of spiting another country.

I've seen Schweiz refuse the return of several national provinces in exchange for one tech! And I hadn't even conquered the areas from them, but from France.

I've seen Portugal refuse a claim-swapping deal that would leave them masters of Africa between Angola and Mocambique in exchange for one miserable mission in Congo!

Seriously, this cannot be right. For any government in its right mind, national interest would usually win out.

Price of claims / tech is also affected by BB rating

As this is bugged and apparently resets to zero on a save and reload you could try saving.......;)

I have found that Great Powers will not sell land. However take them down a notch or two and you can buy half of Russia for a few million pounds or all of Africa. It is just a matter of how high they are ranked.

However if you offered 5+ provinces for one colony, it does seem absurd that they would refuse.
