I play Netherlands 1846. I have some problems with maintaining clerks. They convert into labourers or workers because they can't buy basic products (only 30%) however taxes (under 30%) and tarrifs (import subsiedies) are low.
How can I make clerks and craftsman do stay in their class??
 
Your taxes and tariffs shouldn't be a problem. Maybe your factories are too unprofitable this early on. Try to research techs that increase their efficiency or try to switch to factories that are profitable. The military ones are worst in the beginning. You could also try and conquer provinces that produce the raw materials needed for your factories.

If all fails try to reduce taxes to 0%. Early in the game the middle class doesn't provide that much income anyway and you can always tax the poor a little more to make up the difference.
