Never ending AI war, despite 100% war score (save attached)

Description​

Despite the King of England being at 100% war score as the defender, he never enforces peace on the King of Sweden. Possibly relevant considerations: the king of England was at my Grand Wedding when the war started, so maybe it's a regency not being cleared issue?

Steps to reproduce​

Load the file. Observe that the war score in the war between Sweden and England (in which you are an ally) is at 100%. Wait as long as you want (I waited over a year at 100%); the AI will not make peace (and as you are not the warleader, you can't make peace for them without tag-switching).
