Never received the event that starts the galactic market

dlc installed: all available as of 11/17/20
Bug occurred: when the galactic market was established
Unable to replicate
Saves: this save is the first time its happened to me
Steps to solve: i have attempted to reload the game and also reset stellaris itself but no avail.

So i started a new game wanting to try out the horizons dlc as a fanatic materialist authoritarian life seeded technocracy, at about 55 years into the game i have found 5 other empires not sure if there are more still havent expored the rest of the galaxy as i am slightly boxed in by spiritualists, fought a war then got declared on by a diffrent one,

I figured after a few more years of seeing most people i would get the event to put up my planet for the galactic market bid but to my dismay i never received the event and saw a different empire got the market and i never had the option to put my planet as a contender as seen in the pictures.

Hate to say this, but you likely missed the pop-up. There's always capturing the planet that holds the market by force.

How could i have missed the pop up even if i did i could have still put my planet up for the bid to be the market base the screen shots are from before the market was established.
