I have to admit never having played with it: both with Italy and Germany, luckly I always never had to see it.
I think its capital must be in Venice: Repubblica Sociale Italiana was also called Salò Republic, from the town on the western Garda lake shores were it had the capital, but many ministries were scattered all around Veneto, in Verona, Padova, Venezia etc.

When RSI forms, "La Resistenza": to simulate partisan activity and hate toward Fascist and German forces, all RSI provinces should have a fixed 20% partisans rate (not decreasing month by month) until the end or until Allies are beaten and expelled from Italy, and RSI should start with a 33% dissent.

When RSI forms, "The Reich claims Venezia Tridentina/South Tyrol": RSI is forced to hand over to Germany the province of Trento (historical); the province was annexed in 1919 and was formed by Trento (ethnically Italian) and Bolzano/Bozen (ethnically German), but during Fascist rule many Italian settled to Bolzano while after Hitler annexed Austria a Italian-German agreement let many German-speaking people to leave Bolzano for the Reich, after Allied-Italy armistice, the German occupation of Italy and the born of RSI this province was annexed to the Reich (and some territorial regiments were formed, and also an SS battalion).

January 1944, or anyway 4 months after RSI forming, "Gran Consiglio traitors - let's judge them": on the night of 25th of july 1943 the Gran Consiglio del Fascismo (Grand Council of Fascism), formed by eminent personalities of the Regime, decided to force Mussolini to leave the power, bringing the Country to Badoglio's government and then the armistice; some of the men who voted against the Duce escaped to RSI hoping to be forgiven: historically all but one were executed by shooting also because German authorities forced Mussolini to death sentence; among them Galeazzo Ciano, one of the main Fascist personalities and Mussolini's son-in-law; the player should decide to execute them (dissent +5%), or to forgive them (relationships with Germany -200, dissent -10% - maybe also Germany to choose if occupy RSI or let it live).

Just one event more.
When Allied forces occupy the province of Bologna or La Spezia, "Insurrezione!": in all the remaining RSI provinces partisan forces rise against Fascists and Germans (one rebel militia division - militia '43 maybe? - per province).
 
There are already events in vanilla for the formation of the RSI, and the pro-Allied Italian government. The triggers probably need some tweaking, but they are in there already.

I don't remember off hand if there's anything more about Mussolini, but there may be a short chain about his being forced out of government with the "surrender of Italy," and his subsequent rescue by Skorzeny.
