New is_rightful_liege_of trigger returns positive for primary titles that have no de jure liege

Description​

Any ruler whose primary title has no de jure hierarchy views everyone of higher title tier as their rightful liege. Although base CK3 doesn't have very many of these titular titles, this is going to cause problems for mods.

Steps to reproduce​

Play an emperor and look at the vassalization reasoning of somebody like the Pope. See screenshot where I am playing the Byzantine emperor.
