I think tribes should either function as a normal nation OR have their own unique way to manage armies.

By trying to mix their tribe leader old system with levy system you get situations where you get way too many small levies that cannot be combined together.
In general levies not combining is a problem in itself but I leave that for another thread.

I suggest tribes to not be able to raise levies at all. Instead each tribe leader will get his/her own permanent legion. These legions will have a size that will not depend on a single region like traditional legions, instead they will be based on your overall population (more or less the sum of your normal levies from all regions divided by the number of tribes).

You could then modify your rulers legion but not modify or disband other leaders legions

How does your suggestion address the problem described, i.e., not being able to merge the levies or having too many small levies? You are changing levies by legions but having the same problems. Where is the improvement?

Presumably the suggestion is to remove Regions from the calculation for Tribes, and just have the # Families be the number of armies that state can have. I could see it working like that, maybe apportioning the # units by Family Prestige, locking the assignment of Legates to members of that Family. There shouldn't be any control over unit compositions though, and raising would end up being the whole state every time, which could be problematic.
 
With my suggestion you get as many legions as tribes you have and they are always raised. You cannot raise more or less armies in any way.

You could change composition of your ruler's tribe's Legion but not other legions.
Their total strength depends on your population and %levy size multiplier but not linked to regions in other ways
You can add only the corresponding family members as secondary generals

This way each tribe will create a storyline of each own since they can get the legion stories and achievements.

Furthermore, a lot of new content can be created to add more flavor.
E.g. new events can be created such as having a tribe having honor based on its legion combat prowess. A tribe falling out of grace after a major defeat etc.
 
I see. But I like my armies linked to POPs and not families.

I understand the need to differentiate tribes and their leaders, though.
 
For tribes, I will allow all regions to pool all their levies and then divide them equally between tribal leaders. Like the OP but without legion status.

For republics, the biggest army will always be lead by the Consul, no matter the player shenanigans with the armies. If there is a Co-consul, it will lead the second biggest. The senate could oppose this, but with high loyalty price paid by the consul.

For kingdoms, the biggest army will always be lead by the king.

If only Imperator could implement something like CK2's internal vassal system(or should I even say Nomad vassal system instead). With each family having their own military and acting as an allied/vassal army when you gather your forces for war. While not directly under your control their forces would still depend on your development and technology as a tribe/kingdom. That would also give you more to work with in terms of civil wars and loyalty problems if you think about it.
