I've recently decided that it'd be cool to get into modding IR, largely due to the addition of the Jomini toolkit. Unfortunately, I not only have no idea on how to use it, but I'm also confused as to what exactly it is. Is it some kinda external software? how do I go about making mods with it?

Is there anything else I should look into before I start modding? Because I feel like I need clarification on how exactly it works for this game, since it's very different compared to EU4 and Ck2.
 
G'day SwordArTJBF, a good place to check out is right here. There are two pinned posts: Map Modding & Map Editor 101 and Imperator Modding Guide Index. They are from the Imperator devs and have helped me get started with mapping and modding.
those are both very helpful resources, but I'm more interested in learning about Jomini and the changes it brings. Is it true that it adds more visual tools to modmaking? if so, how do I use it? does it allow for the ability to edit and make custom UI elements? how would I go about doing that?

I haven't been able to find all that much info on it around here sadely; the official index leaves a lot of unanswered questions personally.
 
So Jomini is more a way for us developers to more easily incorporate tools in-between the different games (e.g take something made for Imperator and easily add it to CK3), and to have more of a shared Scripting language in-between the different games. It has less impact on modders in the sense that you have to do something particularly different when modding the games.

We do have some visual tools for modding (like the fairly new map editor), but not many more I'm afraid.

I understand. I checked the wiki to research how the new UI editor works. How would I go about adding a new UI element? Like, with menus/buttons/meters and all that jazz. I couldn't find much specifically on that on the wiki (it mostly talked about editing the menus and ui in the game, not adding new ones), so any advice would be appreciated, since it's what drew me into modding IR in the first place.
 
I just spent a few hours trying to create a Punic state in Iberia and West Africa under the Barcids and failed miserably. The wiki assumes a level of knowledge I apparently don't have. Is there anything more basic?
