What is required for a new nation to form? Is it required that the rebel control the required province(s) or does the mere presence of rebels in the province create the new nation? Thanks!

There is an (unknown AFAIK) % chance when rebels controlls all the minimum required provinces for any of the rebel nations or annexed starting nations.
