=> BUG: the new notification system has a gamebreaking bug in the beta

Steps to reproduce​

=> in settings
=> customized notifications
=> if you desactivate the entire "empire" notification group, you dont get any crystal dwelling quest at all
(and the game bug by refusing to move any troops or pass turn)
NB: you need crystal dwelling (from the previous DLC) in your game
