I wish I knew the answer. Probably, because the way multiplayer is made is the issue itself. I am afraid, you have to remake the whole multiplayer mechanics to fix it, and that is too time consuming and costly.

Anything that makes the AI appear to do the right thing or look like it has complex behavior.
not much. The main mechanics remain the same. Unit response may be slightly better. But don't expect a brand new game.
