newbie question on making mods

I would like to make a mob that includes a few new nations in the Asia and North America area.
Can anyone tell me what Nation Tags and Rulers/General IDs are taken?
Or is there somewhere I can go to find these info?
What do I have to take note of? Any tools that is available to help?
Please help.

The mod I'm thinking of making will have 9 new nations.
I need to have the shields for these nation or I'll make a "Fantasy" shield myself. I believe that the croatia shield can be found. But I need those for the other nations. Can anyone point me to these resources? Or if there are people who are interested in making these shields, please pm me.
