How do you find people with claims to the counties you want to take over to invite to your court so you can get a cassus belli to go to war and take over the land?

Sa far as I know sometimes their is an event where it said that some courtier who is a claimant wants to join you court and you can accept or not accept him at your court.
This is not possible in CK1, you might want to ask this question again in the CK2 forum.
