I was trying the fantasy game and was playing the Iroquios. Anyway, I noticed that I could not put a colonist or a trader but in 2 or 3 different provinces. I cleared the province out of any natives. Does anyone know why this would be?

Also, I seem to remember someone mentioning that placing traders is cheaper then colonist. When I am playing the game, how can I tell the cost?

Normally you need to have a city next to a province (unless it's a coastal province) to send settlers there.

Haven't played fantasy though, so can't say for certain this is what happens in your game.

Switch to the Settler view (the small boat button to your left).
 
Siberia is another exception. Any adjacent colony is sufficient, it does not have to reach city size first.
