You could try adjusting the resolution in HOI config program.
Also you may want to play with the acceleration of your Video card.
 
Go to Control panel, then system, then performance tab, then Graphics button.

THat will give you a slider you can adjust.
 
Just remember to turn it back up when you want to play a 3D type game. ;)
