Newly gained subject should be automatically selected as "interesting country"

Whenever we gain a new subject (no matter how: by creating it from own provinces, by subjugating enemy in a peace treaty, by forming colonial autonomy, by event etc.), it should be automatically added to the list of interesting countries in a message filter, so we get notified of all important events that happen there.
