One can not. The king tier Nights Watch title only exists to prevent a CTD when using the de jure kingdoms view.

I presume that he is talking about the Night King, who was really a one-off event.

Night's King can be made if you have a Empreror tier title and the Night's Watch is your vassal (wildling who invaded the wall and the north). They have to be the "lord commander" and they should ask to be given the title.
