No Annexation Option (despite standard efforts)

I have conquered all provinces and cities in Scotland. When I turn to diplomacy I do not even get the peace option (though Scotland keeps offering me peace).
I tried a reload. This led to further bizarreness: now I can see offer peace and annexation options but they are all grayed out. The offer peace option says I may not do this again till a year and month that HAS ALREADY PASSED!

I looked for any 'forced annexation' option as described in some FAQs and found none.
I am playing new american version of EU.
This is frustrating since my whole initial strategy was to conquer Scotland and now I cannot.

Further info

I did a restart of game and reload of save and now suddenly works. Seems as if game was retaining some state in between loads with a given game session.

Please be aware that You cannot offer peace, when a peace offer by Your enemy is still pending. I.e. there MUSTN´t any message shields from Your enemy in the upper right corner of the screen (they are easy to overlook.)
