After deliberately going over the city limit to see what happens, letting the unrest meter get to 100 repeatedly, I expected notices of events happening due to letting unrest go amok. When this happened to me a long time ago once, I remember getting a message and then a few creatures attacked one of my cities. (Am I remembering correctly? That was pre-release I believe.)

This time, I got no messages. I noticed no events. The only thing I did notice was that when I looked at the list of cities, a few of them had revolt markers. This was after I had let the unrest meter reach 100 quite a few times already.

After playing a game of about 60 turns with no regard for managing my unrest (created 14 cities when my city limit was only 5), I got no events other than 3 cities in revolt status. No cities claimed independence and no creatures attacked my cities like before. I got no messages indicating that there were any unrest issues.
